Key Accountabilities
* Provide a single point of contact of engagement with the Technical Site Strategy, Engineering & Build team, establishing and maintaining the required stakeholder relationships and a responsive governance structure that delivers the required business outcomes and controls
* Manage the pre-implementation planning activities including impact assessment and feasibility study responses, forecasts, business case input and the production of high level delivery plans, resource, material and costs for the delivery of service catalogue and non- service catalogue requirements
* Govern the review of requests for non-service catalogue items and co-ordinate the operational and commercial selection of the most effective, efficient and economic delivery mechanism by external or internal delivery partners
* Manage the partner forecast process ensuring formal visibility of service and non-service catalogue work, resource, materials and technical estate requirements and provide to internal and external delivery partners to enable successful delivery planning and to underpin service level agreements
* Control the process of work allocation to internal and external delivery partner governance management ensuring that the appropriate inputs are provided that initiate the agreed Programme of work
* Develop the pre-implementation planning and forecasting processes to drive continual improvement and to optimise delivery quality, time and cost by effective and efficient resource utilisation, optimal stock and material levels and financial forecasting accuracy

Specific Knowledge & Experience

* previous experience in either governance, partner and financial environment gained from within a large commercial environment

* Strong PMO management or analyst experience would be desirable

* Deep understanding and experience of relevant technologies and systems

* Expert relationship manager supporting vendor and partner relationships

* Strong written and verbal communication skills, ability to form strong business relationships

* Strong record of people management in a technical environment, including communication, negotiation and conflict resolution skills

* Resource management expertise gained in similar technical environment across both partner and in-house teams

* Experience of project management techniques including planning, resource allocation, prioritization and escalation

* Experience of analysing, assessing and resolving complex technology requirements, problems and issues

* Demonstrate strong influencing and persuading skills, encourage colleagues and teams to change established processes and achieve improvements and best practice

* Experience of Programme and project delivery and partner management in a carrier scale telecommunications environment

* Programme or Project Management experience
